ODARDA SE REUNIÓ CON LA CÁMARA DE COMERCIO Y RESPONDIÓ LOS PLANTEOS DEL SECTOR

La senadora nacional y candidata a diputada por el CC-ARI, Magdalena Odarda, se reunió con la Cámara de Comercio, Turismo, Industria y Producción de Viedma a fin de dar respuesta a una serie de requerimientos presentados por dicha institución a todos los candidatos, de cara a los comicios a desarrollarse el 22 de octubre próximo.

La reunión se realizó este martes en las instalaciones de la entidad empresaria. En la oportunidad, la senadora estuvo acompañada por el concejal Facundo Montecino Odarda, y fueron recibidos por el presidente de la Cámara, Agustín Moggio, el secretario, Marco Magnanelli; los vocales, Sergio Rodríguez y Juan García Belver y Marina Balzi, delegada de JECoVi (Jóvenes Emprendedores y Comerciantes de Viedma, rama joven de la Cámara).

Durante el encuentro se abordaron todas las propuestas e inquietudes enviadas por la Cámara de Comercio a todos los candidatos en campaña, y que el pasado viernes fueron presentadas a la candidata a Diputada Nacional por Cambiemos, Lorena Matzen, con motivo de su visita.

Se trata de un documento elaborado por la Comisión Directiva que enumera algunas propuestas pensadas para trabajar a corto y largo plazo. Son temas de agenda que la institución viene abordando desde hace ya algún tiempo y que remiten a cuestiones específicas de nuestra región (comerciales, ambientales y turísticas, entre otras), y algunas que afectan a todo el país. Todas, resultan fundamentales para lograr el desarrollo económico y social.

A lo largo de la charla, se expusieron las propuestas del documento y la senadora respondió punto por punto a los planteos y se puso a disposición del sector. “Si bien Odarda señaló que muchos de los requerimientos expresados en el documento los viene trabajando desde su banca actual, creemos que hay otras cuestiones que requieren de gestiones pertinentes para poder ser elevadas al ámbito correspondiente”, expresó Moggio.

PROPUESTAS DE LA CÁMARA DE COMERCIO
1- El río negro, principal recurso natural, con importancia productiva y potencial turístico incalculable, debe ser considerado y aprovechado en su total dimensión. Por ello consideramos necesario el vertido cero de deshechos cloacales e industriales y renovar todas las plantas de tratamiento de las ciudades con costa de río. Es fundamental una ley que determine un presupuesto específico para saneamiento de ríos y lagos.

2- Los alquileres de oficinas públicas no solo representan un importante desembolso para el presupuesto provincial, sino que además desvirtúan el mercado inmobiliario de esta capital y se prestan para especulaciones inmobiliarias. Desde ésta institución en diversas oportunidades se abordó el tema resaltando la importancia de que el Estado provincial cuente con sus propios edificios, un plan de construcción permitiría en un plazo no muy extenso terminar con los alquileres capitalizando el Estado.

3- El corredor bioceánico es el proyecto más importante para el desarrollo económico, social y turístico de la provincia. La necesidad que tiene el mundo de conectar los dos océanos hace que estratégicamente deba darse prioridad a éste tema y en ese contexto debe ser el tren patagónico un protagonista esencial, mejorando su servicio, instalaciones y equipamiento permitirá unir la provincia integrando los pueblos de la llamada línea sur.- Sin embargo, solo el eje Bariloche – Viedma no es suficiente para que el Tren Patagónico alcance la dimensión que se necesita”. “Es imprescindible conectarlo con Bahía Blanca y, desde allí, con el resto del país.- Fundamentalmente con los puertos norpatagónicos: Coronel Rosales, Bahía, SAE y analizar – incluso – Punta Colorada.-

4- El precio de los combustibles impacta directamente en toda la vida social y económica del país, afectando el transporte de productos, insumos y personas. Consideramos que el mismo debe estar controlado por el Estado manteniendo el beneficio que hoy rige en la región patagónica.

5- En Turismo, es necesario un plan de desarrollo integral que permita incrementar el turismo receptivo, ampliando los destinos y la puesta en valor de nuevos recursos, esto en el ámbito de toda la Provincia de Río Negro con sus diversidades y potencialidades complementarias.- La Provincia es netamente Turística y como tal debe ser potenciada el área del Ministerio, con Presupuestos adecuados y un esquema que refleje la realidad del desarrollo turístico; puntualmente la Región Atlántica debe tener una Secretaría que viabilice recuperar el enorme atraso en su Planificación Turística y poner en marcha planes de reversión en la decadencia de los últimos años.-

6- El abastecimiento energético es pilar fundamental del desarrollo industrial, en tal sentido nuestra ciudad necesita imperiosamente la interconexión con la línea troncal que tiene origen en Futaleufú para lo cual es necesaria una línea de 132 kv que comunique Pomona con Viedma y la zona atlántica. En reiteradas oportunidades nuestra institución solicitó ésta línea a distintos gobiernos.-

7 – El desmedido y abrupto aumento de los Servicios, es especialmente preocupante para cualquier tipo de desarrollo Empresario, en nuestra ciudad ha determinado el cese de actividades de algunas empresas.

8 – La presión fiscal cada vez mayor para quienes están dentro del sistema y la inexistencia de control para quienes están fuera de él, desalienta la regularización de emprendimientos informales. Es necesaria una reforma fiscal que facilite y fomente la inversión y el crecimiento de las empresas.

9- La apertura indiscriminada de las importaciones impacta negativamente la producción de la industria nacional, los elevados costos de producción de la Argentina provocan la pérdida de competitividad de las empresas. Las importaciones deben ser controladas y tributar de manera tal que no afecten el funcionamiento y empleo de las pymes argentinas.

10- Las tarjetas de crédito y débito no solo significan un negocio en cuanto a los intereses que le cobran a los usuarios, sino que además retienen a las pymes el 1,5% en el caso del débito y el 3% en las de crédito. Es importante que estos aranceles, que fueron discutidos en el congreso durante el mes de diciembre del 2016, se reduzcan a 0 y 1,5% respectivamente. Hoy las transferencias electrónicas son inmediatas y sin costo y el pago con débito no deja de ser una transferencia desde el cliente al comercio que además de pagar el arancel mencionado demora de 48 a 72 hs hábiles para acreditarse. Por otro lado el costo de logística y mano de obra que generaba la impresión y distribución de resúmenes hoy no existe dado que todo se realiza vía e-mail. Por todo lo expuesto y considerando lo que sucede en otros países y las políticas de incentivo de uso del pago electrónico consideramos primordial que estos aranceles se reduzcan.
