La Confederación Argentina de la Mediana Empresa (CAME) advirtió sobre el perjuicio que causa al comercio minorista la transferencia de dinero a los Bancos por comisiones de pagos con tarjetas, las que calificó de excesivas. Afirmó que esa imposición le quita liquidez y capital de trabajo al sector, informando que en 2015, por ese concepto, se transfirieron 13.200 millones de pesos.

La entidad empresaria indicó que la situación se agrava porque a dichas comisiones se suman las que ya cobran los Bancos por mantenimientos de cuentas y movimientos financieros a los comercios, a las que se agregan las retenciones del 3 % por el IVA más el 1 % por impuestos a las ganancias más el porcentaje aplicable por el Impuesto a los Ingresos Brutos.

El año pasado, según precisó CAME, por ventas minoristas en comercios de calles, avenidas y shoppings, estimadas en $ 802.800 millones, $ 2.400 millones fueron por las comisiones de 1,5% que se cobran por pagos con tarjetas de débito y $10.800 por pagos con tarjetas de crédito.

Por otra parte, informó que, comparado con otros países, en Perú se paga una comisión por venta con tarjeta de crédito del 1.5%, en Brasil 1.3% y en España e Italia menos del 1%, por lo que el 3% que se abona en Argentina resulta el doble de la comisión promedio del continente.

La institución también consideró que si las transferencias bancarias por un importe menor a $ 50.000 son obligatoriamente gratuitas y, siendo una operación cancelada con tarjeta de débito la transferencia del importe de una cuenta bancaria a otra, las ventas con este tipo de tarjetas deberían ser gratuitas.

CAME concluyó señalando que los Bancos cobran al comercio comisiones por uso de tarjetas cuando es en realidad el comercio el que, aceptando la tarjeta, le está generando ganancias a los Bancos a partir de los intereses abusivos y demás costos financieros que éstos les cobran a los consumidores, por lo que se pregunta: ¿No deberían ser los comercios quienes le cobren comisión al Banco por aceptar su tarjeta?
